You will get oscillations that decay over time because you’ve enabled structural DOFs, but have not initialized the states to their equilibrium values for the conditions simulated.
Is there a reason why you haven’t different blade-pitch angles between the two blades? (Blade 1 is at 0 degrees and Blade 2 is at 10 degrees.)
