This section of the ElastoDyn input file defines initial conditions of the structural model. It does not define controller parameters such as max generator speed. As I said, you should set RotSpeed and BlPitch to their expected (mean) values for each simulation, based on the mean hub-height wind speed. At 13 m/s, these should be RotSpeed = 12.1 and BlPitch = 6.6deg.
