As someone trying to design a controller for the first time, what could be some of the parameters to keep in mind while designing a controller for Stall regulated Single Speed Wind Turbine? As I see the most controllers readily available are for pitch regulated type

A stall-regulated, single-speed wind turbine may not even need a controller, at least for torque/speed. If the turbine is fixed speed, this implies a quite steep torque-speed curve, perhaps with a simple induction generator. And stall regulation is typically achieved passively, without active pitch control.

Yes, the wind turbine as you said has a passive control in the form of tip braking system.
